Qualifications for Substitute Teaching in Morgan County, Illinois

Step 1 - Licensure

Substitute Teacher- Must have a valid Professional Educator License or Substitute Educator License issued by the State of Illinois and registered in Morgan County.

Substitute Paraprofessional- Must have a valid Paraprofessional License issued by the State of Illinois and registered in Morgan County.


  • If you hold a Paraprofessional License and have a Bachelor’s Degree on file, you are qualified to be a substitute teacher.

Step 2 - Registration

Substitute Teachers will submit the following to the Regional Office of Education:

 - Evidence of physical fitness

 - Fingerprint results -We will accept fingerprint reports from ROE01 only.

Step 3 - Application Process for Substitutes in JSD117- The following are required documents that need to be submitted in person at 211 West State Street in Jacksonville.

I-9 Employment Verification Form  (2 acceptable forms of identification)

District Pay Dates:

Jacksonville School District pays Substitute Teachers $125/day and Substitute Paraprofessionals $105/day.  

In accordance with TRS regulations when a certified person services in the capacity of a non-certified position the wages for this assignment may not be counted as TRS covered service. Consequently, effective November 1, 2010, these wages will NOT be subject to TRS withholdings (9.4%) but will be subject to social security withholdings (6.2%). The daily rate for certified substitutes serving as a paraprofessional will remain at $105.00.
